PDU Packets is not standard format

Hi Dear Friends
I bought Inetlab.SMPP Client/Server Developer License and develop a SMPP server. I got this email from one of my customers :

We have verified the DLRs for ***** route, Vendor is not sending the DLR PDU Packets as per general standard format and we need to customize at our end to push the live DLRs. PFA and explanation below.
when we look at the DLR_VAR_SHORTCODE field; we should get either short code or Sender Id, however this operator is pushing mobile number in place of Sender ID.

I think PDU create and send by Inetlab library ! I just give value to Mobile and Sender ID . Please look this and tel me this a library bug or my side bug ?
